Under SB23 no "complete" magazine holding more than 10rds can enter CA. Unless it is for LEO or Military use.
The proof you'll need a signed letter from his PD. On PD letter head. This went into law as of 1/2000 Here's the verbage as it was introduced www.leginfo.ca.gov/pub/99-00/bill/sen/sb_0001-0050/sb_23_bill_19981207_introduced.html On the other hand, any parts to repair existing mags including mag bodies are still ok to ship in CA |

Mail him the body separate from the spring, follower & floorplate. Then it's up to the buyer to decide whether or not to assemble it.

Magazine parts are just replacement parts, not complete magazines. Take the magazines apart and ship him a box of parts..., magazine tubes, magazine springs, magazine followers, and magazine floorplates. They're just parts, not assembled magazines, right? What he does with the parts is his responsibility. I can get magazine replacement parts shipped to me all day long, so don't worry about it.

The buyer (without me asking, yet) offered to provide proof that he could legally purchase these.
So when I email him and say "Yes, proof will be required." He emails back and says he has decided to pass. Gee, I wonder what got into him?  Bob |

I went through this a while ago.
If you live in KY then CA law doesn't apply. If you read the law it says nothing about you sending them, it is however illegal for him to recieve them. I would send them you are not bound to comply with CA law. |

This is correct!!Kaliban has a stupid law, but they have no jurisdiction to enforce it outside of Ca. And, except for intercepting the package for some reason,once the buyer recieves them there would be no way the Kaliban can prove that the buyer didn't always have them. |
