If you only own postban rifles?

In another thread (www.ar15.com/forums/topic.html?b=1&f=74&t=153979), it was suggested that if the ban expires we all should install some preban features on our postban rifles.  This would grandfather them in case of a new ban.

But can a person who does not own a preban rifle legally stockpile preban parts before the ban expires?

You could have the parts, no problem, but you should NOT have an assembled upper (meaning: barrel attached to upper receiver) that's in "pre-ban" configuration if you don't have a pre-ban lower.  Reason?  It can be argued "constructive intent" if you have parts that can be installed quickly and without tools.  A complete upper qualifies.  Barrels and stocks do not.
