Finally bit the bullet and spent the big bucks for a true sniper grade rifle.  It is an Accuracy International AE Model (for Accuracy Enforcement, I believe).  Unlike other AI rifles, it only comes with a black stock.  It is a .308 (or as the British stamp on the barrel, 7-62 X 51mm).  I have a Leupold Vari-X III, 8.5 to 25 scope.  It retails for around $2,500, without scope.  Got it cheap at the Big Houston Gun Show for $2,000. As my SWAT sniper buddy says, "Speed costs money.  How fast do you want to go?"
The best loads so far are Sierra 165 gr BTHP (2200), moly-coated by me, with 44.5 grains of AA 2495 or 46.0 grains of Varget.  I've shot a few sub-half inch, five shot groups at 100 yards.  It is capable of more.

Thought you might like to see a few groups I shot with the rifle today.  Three shot groups at 100 yards.  A couple of almost one-holers.
FYI, rifle is sighted 1 inch high so as not to shoot out my point of aim.
