Today recieved this response to the question of who needs to furnish FFL.
"As you may know, a major ATF mission is enforcement of the provisions of the Gun Control Act of 1968(GCA) and its subsequent amendments. Re: provision of license copies, the GCA mandates that signed license copies are provided by the purchasing/receiving licensee, rather than by the FFL who sells a firearm(whether rifle,shotgun  or handgun)--or acts as the seller's agent-- and ships. (Refer to 27 Code of Federal Regulations, sections 178.94 and 178.95.) Thanks again, ATF
