It's a Knight's Armament 600M flip-up sight, available from www.sableco.net/ among other places, but they aren't cheap.

Usually run from 150-175. Some guy was selling them for 125 on the Equipment Exchange. He had 4 at the time and I missed the boat, but he posted that he should be getting more and at that price I'll jump on it to have an extra one.
