Waiting period on rifles????  No.... just do the federal background check (aka phone call) and if you pass that, out you go w/ the rifle.  Yes, non residents can buy rifles.

Pistols... there is a state waiting period if you don't have a state CCP.  If you have one, it's the fed check and if you pass, out the door.

Permits are a shall issue.  You don't have to prove you need it or take any tests.  Just fill the form, get finger printed, pass the check and you get your concealed carry permit.

Last I heard, people in CA are heading up hear.... I feel the liberal pressure is increasing.  They're trying to turn WA into CA.... yuk.  That's some people's opinion....

so if I lived in California could I come up to washington and buy a shotgun then bring it back home?

Kaliburtz is correct with his response.

To answer your last question.  I think that if you wanted to buy a long gun from a FFL you would have to be a Washington resident or from an adjacent state.  However, you can buy and sell guns at a gun show or from a private individual without ANY required paperwork.  In other words you could come up here and walk into a gun show and buy a shotgun and walk out with it and be legal.  Actually it is the same for pistols also.

The commies from the west side of the Cascades are trying to change that law, using the terrorist thing as an excuse, but have not succeeded yet.

No class 3 and no open carry. you also can not have a rifle and a loaded magazine in the car. You have to wait till you're at the range to load mags. Only good gun shows to speak of that I've seen are the washington arms collectors shows, you have to be a member to buy or sell anything. Hope that helps,
Scott

Greg...you really gotta' read the nra website; it has state laws condensed by state.

You can't come up to WA and bring a shotgun back here to Kaliban.  Federal law says long gun sales are ok for out of state residents, AS LONG AS the transaction is legal in both the state you buy and the state in which you reside.

From WA's standpoint, it's OK.  From PRK's, it's NFG as all transfers here have to go through an FFL.  Best you could do is buy in WA and have dealer ship to a dealer in PRK who you've prearranged to do the transfer once you return.  For that, you'll need transferring dealer to send a copy of his license to the dealer in WA.  Might be worth it as prices here are worse than high.  Glad I'm moving in 2 weeks.

The adjacent state thing went away a while ago, though a lot of ffl's won't sell to an out of state resident and/or still believe the adjacent state rule.

PRK would consider a direct private sale to a PRK resident as illegal, though the chances of them ever finding out are so remote that it's something you could consider.  Know what you want and what it's worth and bring cash.

What kind of shotgun??

To comment on what Pezmaster said about the gun shows.

The shows on the West side of the state are mostly controlled by the Washington Arms Collectors Association.  It is just a stupid ploy to get another $30 out of you when you go to a show. It is kinda like a union, pay us dues if you want to work.   I have gone to those shows and never paid the fee.  You only need the membership to buy guns. I don't know if they only sell the memberships to Washington residents or not.  I suspect that is the case.  I have no experience but I have heard from my friends that if you are not a member and really want to buy a gun a lot of the dealers will walk out to the parking lot and sell it there.  It is not a legal thing, it is just association rules.

On the East side of the state is a different matter all together.  There are no associations and no additional fees at the gun shows.  Anyone can go in a buy what they want without having to  pay any extra money.

Spokane has a 500 table show about every month and a 1000 table show twice a year.  There is usually a smaller show in one of the eastern cities (Yakima, Moses Lake, Tri-Cities etc) every weekend.  I can send you a schedule if you are interested.

Washington is a shall issue state. Machineguns are forbidden, but suppressors are OK, you just aren't permitted to use them. You have to go to Oregon.

You may possess a loaded pistol on your property or at your place of business. Beyond that you need a permit. Rifles and shotguns may not be loaded while in a motor vehicle, but you MAY have loaded mags in the vehicle, provided they are not in the weapon.

There is a waiting period for buying pistols, but it is waived if you have a carry permit. No NFA firearms. No waiting period on rifles. We have 8.5% sales tax, and that adds to the cost of weaponry, if it is purchased through a dealer. There is no state income tax.

The state is liberal dominated, but the conservatives are fighting them tooth and nail. We could use a little help. If you trap for fun, or hunt cougars with dogs, don't bother to come. Both body gripping traps and hunting with dogs were banned by initiative. There is hope though, because there have been rumblings in the media lately about wild animals causing much more trouble now that we don't trap them.

The largest gun show on the west side is the Washington Arms Collectors. To join, you pay $30 and your background is checked. This is a onetime thing. You will receive a monthly newsletter. I have never heard anything about WA residents only being permitted membership.

I hope that this helps.

If a dealer just"walks out to the parking lot and sells it there", that IS ILLEGAL...And just the kinda bs law abiding gunowners should not stand for. Private sale is so easy, why resort to illegal means???

I stand corrected, I was told by a dealer in bellevue that loaded mags in the vehicle with the rifle was illegal. Thanks for learing that up.

Well, I know of two places that will sell to WA state residence; since they have sold to me.

One was a dealer in Moscow, Idaho (okay, it was a Walmart), but I was buing in Idaho and I stayed in Pullman, WA (During college)  This wasn't but about a few years ago.

Next, I found one in Hermiston, Oregon.  Bought my M1A there.... for 924 and PREBAN.  This was last year.

Geez..... if it were true, my 9mm AR in the trunk of the car is illeal as I have 4 loaded 30 rnd mags. "I use my pistol to get to the trunk....." hee, hee.

This state needs more gun-friendly residents to keep the infriendlies in check. I left Kalifornya to escape the madness. WA state is much better than Kalifornya ever was. A lot of well-monied types like their toys - cars, boats, guns, etc. What's the point of having $$$ if you can't spend it? Also, the state constitution supports individual firearm ownership/possession.

The worst bastion of PC comes out of Seattle, which has been called San Francisco's sister-city (A fitting tribute). The voting district results depict the populace's political thinking, but it doesn't tell the whole story. The conservative wing is very persistent & holds up quite well against the socialists/communists/democrats. There are enough voters here (incl. former Kalifornya subjects like myself) who don't want to go down the failed road of communism that Kalif. has taken. This state's budget has been called "tight", but it's nothing compared to the $26 billion hole that Davis & co. have dug it into.

King Co. is the most populous area, also the most liberally biased (no surprise). Surrounding counties seem less so. Snohomish, & farther north are better, partucularly tax-wise; eastern WA is strongly conservative, like Montana in a sense, but offers less financial opportunity.

If you are gun friendly, you are welcome up here. Just get a CCW license so you can buy & carry out on the same day (handgun/rifle) - really nice. Suppressors are legal to own but not use.

Get your evil a$$ out of the state that collects your taxes & hates you for your deviance. And take your toys w/ you too. Then watch as the politicians destroy your former states economy, tax the sh!t out of those who remain, & externalize blame for the results. You won't be sorry (I'm not), & you might even have a good laugh (I have).

so to buy a gun off of a individual you need to go to a gun show?

You don't necessarily have to go to a gun show to buy from an individual.  You could buy one from an individual anytime you want.  People will sometimes advertise guns in the newspaper and you just go over to their house and buy, no paper.  It is legal.  If a FFL owner sells you a gun then you have to go with paper.

CavVet

I was not referring to a FFL circumventing the FFL laws.  I have never heard of anyone circuventing the FFL laws.  I was talking about selling a legal gun legally with the appropriate paper to an individual that was not a member of the association.  No state or federal laws broken, only a transaction outside the private association.  Again, I heard about that once, 2nd hand.  It may or may not have happen.  Please reread my post again.  I was talking about going to a gunshow put on by a private organization that requires that you pay them a membership fee before you buy a gun at the show.  It may be unique to West Washington.  Please pay closer attention next time.  You may get someone all excited.

PezMaster,
Unless something has changed here in Washington State, there are no restrictions on having a loaded magazine in the vehicle with a firearm. The only exception is the magazine may not be inserted into the firearm. The firearm must also be encased in a "opaque" case.

Join the Washington Arms Collectors.  It's a good organization and they do a lot of Pro Gun work in the State of Washington.
www.washingtonarmscollectors.org/
If you're a member of WAC, you can buy a firearm at the show.
If you have a Washington State Concealed Pistol License, you can join and buy a firearm the same day.
If you don't have a WA State CPL, you canNOT buy a firearm at WAC unless you have successfully passed the background check and become a member.
Travel with a firearm in your vehicle:
Pistol/handgun in your car on your person or within your control and possession of a CPL is OK.  No CPL; I'm not sure...someone will have to help me out on that one.
Rifle/long gun in the cabin or trunk must be unloaded.  Magazines can be loaded, but, not inserted into the firearm.
Use your head.
I guess I could use a good book on the current firearms laws in my own State.  Worth the money.

My opinion of supporting the WAC is that it supports YOU, TOO.
Out of state membership?  I'll check.
The laws here are pretty good, considering the lean to the left in westen WA.
C'mon over and help support the RIGHT side.

edited to add the WAC url.
Now, I'll go see how bad I screwed up...

If I misunderstood I apologize. I read the following

"if you are not a member and really want to buy a gun a lot of the dealers will walk out to the parking lot and sell it there."

and understood dealers to be dealers and walk out to the parking lot to mean walk out to the parking lot. Sorry for any misunderstanding.

In Nov 98 the Federal instant check system went on line. Now all firearm purchases are subject to the instant check, including all long guns and handguns.

Washington State requires a background check for all firearms sales and a 5 day waiting period for handgun sales.

Note:
A Concealed Pistol Liscense issued between Jul 01 96 and Nov 29 98 is NICS Exempt until the liscense expires, and is good for immediate, over-the-counter purchases of any legal firearm.

Non-CPL holders must go through NCIS for all firearms purchases and the state's 5 day wait for delivery of handgun.

Holders of CPL's issued before Jul 01 96 must go through NCIS and the state's 5 day wait for delivery of handgun, but not long guns.

Purchases on CPL's issued issued after Nov 30 98 require a NCIS check on all firearms purchases, but the 5 day waiting period is waived.

If you want to check out Washington State's firearms laws, go to Chapter 9.41 RCW: FIREARMS AND DANGEROUS WEAPONS

RCW 9.42.122 and 9.41.124 deal with out of state and non-resident firearm purchases. In short, there are no restrictions other than those found in the federal Gun Control Act of 1968.

Also see RCW 77.15.460: Loaded firearm in vehicle

Specifically, section (5); For purposes of this section, a firearm shall not be considered loaded if the detachable clip or magazine is not inserted in or attached to the firearm.

What he said.

Contrary to popular belief, Texas is not the most friendly state.  In fact, we have some strict possession laws and, unlike some states, they're enforced.
