find the local Snap-On tool man.  ask him to borrow a inch lbs. torque wrench and a hex bit of the correct size.  2 minutes, done

Yeah, you need to borrow a little torque wrench.

The Badger Ordnance base attaches to the rifle with blue Loc-Tite at 15-18 inch-pounds.

The Badger Ordnance rings are attached to the base at 65 inch-pounds, no Loc-Tite.

The ring caps are torqued at 15-18 inch-pounds, no Loc-Tite.

Finding the local Snap-on guy might be a hassle, but well worth it.
In a pinch, Sears carries torque wrenches.

Just make sure you don't use ft-lbs!  Someone here on the site torqued their rings down with 65 ft-lbs!  Woops!
