I just bought a Colt ar-15 A2 sporter H-bar pre ban, and I was wondering if a 1 in 7 means the bullet turns 1 revolution in 7 inches. Are these barrels better or worse than the 1 in 9 I have seen?

Yea, 1 turn in 7 inches. Different twist rates for different bullet weights. 1/7 heavier bullets 1/9 lighter bullets.
