Yes, send it to Atlanta. A lot of people will tell you WV, but the check cashes in Atlanta. If you send it to WV, the check is then sent to Atlanta to be cashed before anything is processed. Sending it to Atlanta cuts about one week off of the wait. I have sent 7 Form 1s to Atlanta to confirm this. If you call them, they will tell you Atlanta too.

New form has Atlanta, also eleminates the certification of compliance form and shows payment options using credit or debit card.
