That's the part at the top of the form...in the instructions (pages 3 & 4) you find:
g. Remittance. If the application is subject to the making tax, a check or money order, made payable to the Bureau of Alcohol, Tobacco, Firearms and Explosives, in the amount of $200.00 must be submitted with the ATF Form 1. Do not send cash.
OP...they'll take the MO made out to DOJ or BATFE (or probably several other things), but definitely use the address at the top of the form. It's different for F1 vs F4.
