No. You only get one stamp. If its lost, stolen, burned up in a fire, eaten by a dog, you get a certified copy of the form the ATF has on file, but you won't get another stamp.

No. The stamp is proof that you have paid the tax, but a certified copy of the form is also legal proof of payment, even though there is no stamp on it.
The $200 stamp is like currency: If your dog eats a $100 bill, you can't just go to the bank and ask them to give you another one for free.
As far as buying a second $200 stamp, ATF will not sell them outright –– they must be attached to a Form 1/4 and cancelled. And you cannot transfer it again to yourself, because you already own it. The only way to get another stamp is to form a second entity, like a corp or trust, and transfer it from you to the trust via a $200-tax-due Form 4.
