only to make an NFA item

Thousands of Form 1's are approved with
nothing specified for intended engraving on the form itself –– that section is left blank. Does that mean BATFE has waived the engraving requirement for those items?
No.
Submitting a Form 1, and getting it approved, is one step of the NFA process.
Engraving the receiver is a separate step in the NFA process, with its own requirements.
BATFE examiners
do not have the legal authority to waive or change federal law, and the engraving is a federal legal requirement spelled out in detail in the law. Both licensed manufacturers and unlicensed makers (those who submit Form 1's) must comply with those specific requirements.
Three initials are not specific enough to
identify the exact maker of your NFA item –– there could be dozens or hundreds of trusts formed by people with the initials of "WJC". Therefore, it does not meet the legal requirement under the law. "WJ CLINTON," OTOH, serves sufficiently to identify the trust's creator.
