The fact that the form was approved with RLT on it has no bearing on whether it is a legal acceptable engraving. By approving the Form 1, BATFE is not approving an engraving variance. The BATFE examiners do not normally even look at that info; I always recommend that you not list what you plan to engrave, on the Form 1: There is no requirement to do so, and it just confuses things.

The NFA examiners are in an entirely different branch of BATFE from those who regulate engraving requirements. Marking requirements are generally handled instead by Legal Branch, which sticks to the letter of the law. I go with what Legal says, not what the examiners think.

The marking requirements are designed to meet universal identification standards, and to do so, they must be recognizable by anyone who examines the firearm –– not just by BATFE. And to the world as a whole, "RLT" is not a recognized abbreviation, and thus does not meet the requirement.

You can drop the middle name if you spell out the first name. So if your trust is the William Jefferson Clinton Revokable Living Trust of Las Vegas, Nevada, the minimum engraving to meet the standards would be:

WILLIAM CLINTON TRUST
LAS VEGAS NV

Alternatively, you could abbreviate the first name and add the middle initial, and engrave:

WJ CLINTON TRUST
LAS VEGAS NV

Once again, approval of a Form 1 is permission only to make an NFA item, not to engrave anything listed or not listed anywhere on that form.

Thousands of Form 1's are approved with nothing specified for intended engraving on the form itself –– that section is left blank. Does that mean BATFE has waived the engraving requirement for those items?

No.

Submitting a Form 1, and getting it approved, is one step of the NFA process.

Engraving the receiver is a separate step in the NFA process, with its own requirements.

BATFE examiners do not have the legal authority to waive or change federal law, and the engraving is a federal legal requirement spelled out in detail in the law. Both licensed manufacturers and unlicensed makers (those who submit Form 1's) must comply with those specific requirements.

Three initials are not specific enough to identify the exact maker of your NFA item –– there could be dozens or hundreds of trusts formed by people with the initials of "WJC". Therefore, it does not meet the legal requirement under the law. "WJ CLINTON," OTOH, serves sufficiently to identify the trust's creator.

The engraving requirement is written into federal law for identification purposes, so that a firearm can be traced back to its maker. The law applies equally to Title 1 and Title 2 firearms –– even though NFA items are all registered and can be traced by serial number through the Registry, you still must follow the same engraving rules as Colt, Winchester, etc.

If you want to engrave "BI" instead of "Bigdog Inv." you need to officially change the name of your LLC to "BI".
