It shouldn't matter, my last form 4 my dealer filled out and signed in dec, I signed it in Jan, I didn't get a chance to get the the CLEO until Feb, so that part was signed three months later, no issues on it. I don't think they really care about the dates, as long as its all signed like it should be.

Almost every NFA purchase I have made is filled out by dealer on X date, signed by the CLEO on XX date, and sent on XXXX date. |
