It's not a firearm.  

I'm just curious what would happen if a felon filled out a Form 4 for one.

The intended purpose of a pipe is the moving of air or liquid like your sink or the Alaska pipeline. They are not made specifically for pipe bombs, someone got creative and found a new use for them. A silencer has one purpose and one purpose only.....to make a gun quieter. No need for a silencer if you can not own a gun. I hope this puts it in perspective for you.
