86 MG ban froze the supply.
MG prices weren't TOO bad until the internet...then people realized "hey I can own a gun with a giggle switch" so that drove the prices up astronomically.
You wouldn't be just getting a lower - you would be getting a whole gun.
I have never seen a stripped M16 lower for sale, mostly because there is just no reason to sell a stripped M16 lower when it is so expensive already - there won't be that much of a price break, since you are paying for the registered part, not the reciever part, if you get me.
I don't know if there are any 9mm RRs in the registry, but it doesn't really matter.
They would probably cost just as much, and you could only run one caliber on it.
Most people just buy an M16 RR, and then put a mag block in.
You can run 9mm, .22 LR, 5.56, 7.62x39mm, etc. with a RR M16.
