Cole doesn't have these in stock.  Has anyone put one of these together themselves using a 91/30?  Where would you get the scope?

Inter Ordnance has them in stock . About $ 400 for a replica PU. They are made/assembled by the same Ukranians that build them for Cole's.

If you don't go the replica route you can get a 91/30 sniper minus scope & mount from Samco for $ 300 ish  but scope & mounts are pricey. Best just to buy a Repro or a real one and not piece one together...
