Get a good Finnish M39 - either a Sako or VKT, they are excellent and accurate shooters, and/or a Finn 91/30. Finns are, as a rule of thumb, much more accurate than the Russian equvilants.
I would also highly recommend any of the Swedish Mausers (6.5x55). Argueably the most accurate of all the Milsurp rifles out there. The supply is dwindling so prices on these in VG condition are starting to go up.
The Swiss K31 rifles are another really good choice. Very accurate also. Straight pull bolt is different and takes getting used to though, but after some use it is very natural and quick. VG ones are can still be bought from several sources for less than $150.
BTW, the Swedes and Swiss are known for NOT using corrosive ammo, which is one reason their bores are in such good shape 50-100 years later.
