I think it does.

On another purely subjective level, yesterday at an air show I observed Army personnel in both  Woodland BDUs and ACUs. Against all the backgrounds there that day, ACUPAT did seem to work better; the BDU was almost always too dark while the ACU tended to fade into the background, especially at long distances. Of course, there was no deep woodlands there, but there was lots of green grass.

Hmm...

Not bad, though I think I'm going to go with ACU as much as I can.
