HSGI are excellent.  They will hold two .308 or three .223.  THey have internal divider, velcro and side-release buckle with the option to lock out the velcro...bungee retention as well.  They come with MALICE clips so they can be used with MOLLE or ALICE.  Seems HSGI has thought of everything.

Even though I haven't had a chance to drag them around AZ, I really dig the Specter Gear modular pouches, they only fit one rifle mag (x2 SMG mags), but they fit the 20rd 7.62x51, 30rd M4/M16 mags (I'm sure 20rd ones also) and 20 or 30rd 7.62x39 magazines.  They do come in x2 or x3 mag pouch pannels though.

MOLLE
Velcro flap closure (so not quiet in this respect)
Elastic retention
cordura exteriors, packcloth interiors
Drain Hole

I also have a Specter Gear chest rig that I like, the bare bones one, good quality.  Adjusts for wookies.

Also, Tactical Tailor Makes a Double 7.62x51 modular pouch with a cinch system, holds x2 G36 mags, so I guess it will hold 2-3 M4 mags.

Good luck.
