I don't have plates to put in it!

So basically all I want it a MOLLE platform, I guess.

The doesn't doesn't have to have MOLLE, but I need to attach a camelbak easily.

Any ideas?

buy a molle hydro carrier and put it on the back carrier

You can get an Eagle Plate Carrier and use it without plates.  Works just fine.  Triad is where I would look for one.
