just curious, what is the function of the two notches? to hold the spring in place?

Probably to allow it to make it past the retainer for removal on the muzzle end of the mag tube.  Similar to the notches on the retainer plug (on 870 express models and similar).

It also makes it a pain in the arse when you try to install an extension. I finally got mine to work with it

I am not familiar with the platform this is used in, however, if I were to make a guess, it would be to allow water/sludge/other crap a place to go to keep the weapon cycling after falling in muck or whatnot.

If it serves a purpose like allowing something to be passed over in the tube by the plug, that of course gets the nod, I am just speaking from a general design standpoint.
