Is there a max mag capacity for shotguns? If so, what is it? What about mag tube extensions? Thanks.

The mag capacity of a shotgun is limited by the length of the tube, the longer the tube, the more rounds it will hold.

Most sporting shotguns hold 4-5 rounds in the tube.  
Extension tubes are based on the length of the gun's barrel.  The longer the barrel, the longer the extension can be attached without the magazine extending beyond the muzzle.

The longest available extension is for 26" barrels, and will hold 10 rounds.

I know someone that made one that increased capacity to 18. The problem is all the excess weight when loaded. Also it had skid marks on it from the wads.

Depends what you're using it for. Some states limit the capacity for hunting purposes. In VA,
"Shotgun magazines must be plugged with a plug that cannot be removed from the loading end so the gun will hold a total of no more than three shells."

In addition to capacity limits for hunting, the 1994 Clinton Crime Bill makes it illegal to have more then a 5 round capacity in a pistol gripped post-ban autoloader. 8,9, and sometimes 10 round extensions can be found for Rem, Mossberg, and Benelli shotguns.
