I believe that's a COP 4-shot .357MAG... the Semmerling was a slide action pistol.

Sub-five inch 1911s can easily be made to run but the smaller you go the more effort the
may need. I would be weary of those who blindly disregard sub-four or five inch 1911s as unreliable and would be more inclined to make my decision on a per gun basis.
If
your gun runs with
your ammo and
your mags then it is reliable. If not, short of something catastrophic, it can be made to shoot reliably.
While I am a big proponent of full-sized, all steel, five-inch 1911s for all-day every-day carry they seem not to agree with everyone and I know quite a few 'smiths who have made careers out of building 100% reliable "key-chain" 1911s such as those in the sub-four inch catagory. And even without a 'smith's help and they can often work right out of the box.
IMO, your best bet for a 3" or 3.5" 1911 that is reliable out of the box lies with a Series 1 Kimber "Ultra" sized gun (Ultra Carry or Ultra Tactical, whatever they're calling it this week) or a Colt O-ACP tuned with what it needs, which may very well be nothing at all.
