My friend wants to buy his Uncles (retired LEO) pistol. The problem is it has hi-cap mags marked "for LEO...only". I told him I would'nt do it until he found out for sure. He's wondering because they are used and not from the manafacturer if that is o.k. Thanks.

No. Federal law restricts the magazines, new or used. You either have to be an active LEO or have the magazines "retired" to you in order to leagally be in possession of them. Just sell the magazines to another LEO or an authorized dealer, then get 10 rounders or prebans.
