Get a ruger .22, and a couple thousand rounds. Plink for pennies.

Get a 22/45, specifically the P512.  Then go to majecticarms.com and get all of their custom bits.  You'll come in well under your $400 budget and have one helluva plinker.  An added bonus is that your hand will be accustomed to the grip angle of the 1911 should you decide to get one.

Another interesting possibility would be the Beretta U22 Neos.  I haven't fired one yet, but they look promising.  If you snag one, let us know how you like it.

spend $450 and get an Springfield XD in 9mm or 40 cal - they are great, reliable and fun little guns.

+2   Not to knock the Ruger, they are solid guns, I just like buckmark triggers better.  Or get a MK2 and a trigger job.  

Another suggestion might be a S&W Model 17 or K22.  Probably stretch your budget though.  If you like wheel guns, I also like (though don't own one) the Single Six.  You get a .22 WMR pistol with a .22 lr cylinder.  The .22 WMR snake shot loads are fun for popping rats.    And the .22 lr is cheap practice.

Check out KY Imports web site. They have a slew of used guns for sale, mostly LE trade-ins. S&W revolvers for $200-300, etc.

As for a .22, get a Browning Buckmark. They balance MUCH better than Rugers do, IMO.

why is everyone suggesting a .22? I think a desert eagle caliber .50 would make a helluva first pistol!

seriously get a ruger .22 either a MKII or the new Mark III and the lightweight upper from pac-lite
