I doubt it was someone's attempt at a feed job, the round doesn't even come close to these areas during feeding. Do they look really rough? Could have been an area of concern that was caught by QC at the factory after the finish was applied. I've never paid enough attention to any of my HPs in this area to notice if I have anything similar.
