They never made the Scout in steel.

The later Peacemaker models did have color casehardened steel frames, and these were the same size as the Scout.
Many people confuse these as Scouts.

The alloy framed Frontier Scout (usually known only as the Scout) was made from 1958 through 1972.

From 1970 through 1977, Colt made the .22 cal steel framed Peacemaker Scout with 4.75", 6", and 7.5" barrels.  These usually came with a .22 Magnum spare cylinder.

Also discontinued in 1986 was a steel Scout Model SAA, also in steel, with a 4.75", 6", or 7" barrel.
Earlier models were color casehardened, later models were all blue.

The problem is, your question was "Did Colt make a steel framed Scout".  Technically the answer is "yes", BUT, the later steel models were never really called "Scout" models .  They were universally known as Peacemaker and SAA model .22's even by the factory.

These steel Colt's are VERY nice little guns with excellent Colt color casehardening, alloy grip frames, and black "rubber" Colt Eagle grips, like those used on pre-war Colt Single Actions.

The steel guns were usually fitted with Colt Accro adjustable rear sights.

These guns can still be found at gun shows, and in the on-line gun sales sites like GunsAmerica, and GunBroker.

These were known as Peacemaker .22 and New Frontier .22 revolvers.  Usually a good ID indicator is the color casehardened frame and the black rubber Eagle grips, although the later model was all blue, and had a some what "Mickey Mouse" crossbolt safety.

To find these on Auction Arms, and Gun Broker, do a search with "Colt .22 revolver".
On Guns America, there is a specific listing for Colt Single Action .22 revolvers.  One advantage here, is the guns are straight sales, no auctions.

Here's a few quick selections from Auction Arms:  This first one has an excellent discription of the Scout/Peacemaker'New Frontier .22 series.
