I just picked up a Walther P-22 and noticed that you can pull the trigger, which will cock and drop the hammer while in the safe (down) position.  Is this normal??

Yes, the safety keeps the hammer from dropping on the firing pin.

pull the hammer back adn flip the safety back and forth.  you will notice the hammer block move to block the hammer from hitting the fireing pin.  the "key" lock on the side of the gun will stop the trigger from moving though.
