When buying defense/performance ammunition, are the velocity numbers stated from the manufactuer from a 4" barrel?  I have an XD40 tactical and just ordered some 155gr .40 s&w TAP, will I actually be getting "more bang for my buck" ?

Yes No Maybe.  The chamber specs, riffling etc can all make a difference.  I've seen data where the same load was fired from a half dozen identical (same make model) firearm and seen over 200 fps between the fastest and slowest averages.

That being said, on average you should see some velocity gain with a 5 vs a 4" barrel.
