is it possible to convert the slide of a 9mm colt commnader to accept a .40 caliber & putting a .40 barrel & mags?

Yes, but it's easier to just get a new slide, mags and recoil spring.

The slide face would need to be enlarged and the extractor fitted.  The new slide would be cheaper than the smithing charges.  As for the mag, the 40 and 9mm are the same lenght, so all you would need to do is just get new mags.
