I just recently inherited my gradfaters  M28-2. This was the first handgun I ever shot 25 years ago. The gun has sat under his bed for the last 5 or 6 years and was covered with about an inch of dust. I have claened and oiled it, but the cylinder is hard to open. It closes and locks up tight, just hard as hell to open.I havnt shot it yet. The cylinder has me kinda leary. Not sure if something is broke or if it needs to be taken completly apart and cleaned. I dont have a gunsmith near me but i know a couple that i trust i can send it to if necessary. What do you guys think? would it be ok to shoot?

Loose extractor rod or junk under the extractor star.

WD40, if left long enough, will become sticky. He may have used some on it at one time. Give it a real good cleaning, followed by BreakFree or your lubricant dejour'. Brake cleaner will probably wipe out any remaing WD40 or other solvents that may have hardened up over time.

Remember the extractor rod is reverse threaded.  Lefty tighty righty loosy.
