On a FML G23 magazine marked LE/GOVT, should I use a #5 follower or #8 follower?

If the mag came with a #5 follower then you can't change it.  The #8 follower is a "cap" style and won't work with mags that came with the #5 follower due to a change in the design of the magazine itself.  HTH

This is interesting since the last two mags I bought had the #8 follower, and I replaced them with #5 followers out of my Clinton era 10 rounders and they function flawlessly.....
