Does anyone know of a  glock optics mount that has a rail on the bottom so that you could mount something, like a light, in front of the trigger guard w/ the mount in place?

Check out the Mako mount @ Lonewolf Distributors.  I have one, and it does have a provision for mounting something on the lower rail.
