 Are the gas tubes on a 16" SKS the same size as the ones on a standard 20" gun? I am hearing yes and no.

Yes.

Tapco sells two different tubes, but that's because one is for Yugos and their gasvalve and the other fits every other make and model.

So, one length fits all. IIRC.

I think it depends on which model it is.

I know the gas tube is about a 1/2" shorter on my Chinese SKS M (16") than it is on my standard Chicom SKS. I think the tube is standard on the paratrooper models.
