I had one on mine since I bought it in '89....never took it off. Was I supposed to?

it was fine during the ban. nondetachable mag no pistol grip permanantly attached muzzle break big ugly wood stock all it had was the bayonet

The SKS was sold with a bayonet during the AWB because it wasn't illegal

If it is a chinese sks the answer is still NO unless it was a pre 89 import. If it is a Euro C&R sks and the bayo was original equipment, then yes.
