If they are dirty, that affects their luminescence. Mine seem to need a "charge" of light to glow, like a few minutes with a flashlight.

mine are a dingy yellow-brown color, can't tell if it's age or cosmo-gunk. I cant get them to charge. I am considering finding some luminous paint similar to what watch faces are painted with. where can this be found?

Try sanding them lightly I hear, to get the grime off.
