Russian SVD Dragunov 18 rd mags. Were these issued? or just prototype?

Issued but in very limited numbers.  There's also a high capacity metal one, as well, which is quite rare.

No - last time I spoke to Oleg he too had never heard of higher capacity mags

They have them in bakelite as well as the standard waffle pattern.  

One of the steel waffle pattern 18rd Russian magazines sold on Gunbroker several months ago for quite a high price.

I imagine it might be the maximum number of cartridges that they could fit into a magazine (for an svd) and have reliable feeding.  (7.62x54r has a rimmed case)

This is just my speculation.

Probably the highest capacity they could achieve and maintain reliability. Rimmed cartridges don't lend themselves to reliable feeding from double stack magazines.

As far as I know, there were several made.  Mostly for trial and field testing.  I believe they weren't fielded for one reason or another and the development of more was scrapped.  But there are multiples out there that seemed to have made their way out of the factory and into private hands.
