If you have an empty mag in it then it should do it automatically when you retract the bolt carrier group. If it doesn't then you more than likely are missing the BHO assembly.

but if i don't install a magazine, can I lock the bolt open?

Look at the back of the mag well, there is a little catch that you can hold up while cycling the bolt, this will let you lock it open without a mag. The easiest way to find it is to lock the bolt open with a mag in, remove the mag and watch what moves when you cycle the bolt.
