one of the schools i have been looking at says no steel carts, i understand no lead, but why wouldnt they want steel?

You mean steel jacketed bullets?
Or steel core?

I know at the indoor range I shoot at, you can not shoot steel jacket or steel core ammo.
It damages the plates downrange.

I suspect that the shooting/training schools you are talking about don't allow steel jacket or steel core ammo because it will damage the steel plates not to mention the the bullets will penetrate farther into the backstops or surrounding items....

i believe he is refering to steel cases in which case the only reason i see is so the dont have to sort the brass out in order to reload or sell
