I can see by the pictures the sam 7 carbine and sam 7r don't have flash suppressors/muzzle breaks.  Wondering if the fact that it says it has 14mm muzzle threads means I can physically and legally attach a standard akm style slant muzzle break?

You can attach any 14mm muzzle device to them, they come with a Muzzle nut to protect the threads. I bought a Romanian slant break from K-Var for my SAM7 carbine, you can get a nice US made slant break here on the EE if your worried about being legal depending where you live.

Yep.  A slant brake will work in Nevada and will fit on a SA M-7 Carbine or A1.
