I just swapped some parts for a SAR 2 with serial # S2-000300-99. Is this the 300th made in 1999?

Is it better than the later years?

You read the # right. But the earlier ones were more likely to have canted sights and mis-matched wood.

I can see that in research I have done. It has blask US furniture on it now. I saw the front sight cant issue and was checked it out, seems fine to me looks nice and straight.
