The key word here is "or"

When I take my weapons to the USPS for mailing, I alway print out those four pages from the referenced publication.  I highlight that information with a yellow highlighter, and tab it for quick reference.

Additionally, I print out a save word document that I use to "certify" that the weapon is unloaded, safe, and excluded from paragraph 431.2b and c.


"This is to certify the enclosed weapon (Serial #________________) is unloaded and safe for shipping in accordance with USPS Publication 52, Hazardous, Restricted, and Perishable Mail dated July 1999."

Print out two copies.  Put one in the box, and give the other one to the postal clerk.

As long as you know what you are doing is perfectly legal, they will never question you.  

If they want you to open the parcel, fine.  First, explain to them the publication states two ways to certify that it is unloaded....if they insist on opening it, no problem.......what a great way to show off your manliness......in the Post Office....by pulling out an AK-47 semi automatic rifle for all to see.......Yeah Baby !!!!
