I want to convert my Romanian AK47 to an AK74. I want it to have a Krinkov look but don't want to register as a SBR. Can I use my AK47 reciever to make a AK74?

The first thing that is required is a tinkerer who wants to waste their time. Dude, why not just sell the AK47 and buy what you want...

It would be cheaper to buy a SAR-2.
