Let's say I have 3 Kits and 3 Receivers.  They are in my possesion.  Will these always be considered Pre-Ban status?  Can I build these anytime down the road?  Or does that all depend on future laws of the land?

I plan on buying as many guns as possible between now and the next 5 or 6 months.  But was thinking about putting some projects away for later in case of a new AWB.

With the '94 ban, lowers weren't preban unless they were assembled in a preban configuration before the ban.  Or something like that.  What happens in the future is anybody's guess, but it certainly won't be good.  I'd advise stocking up on parts kits and building your own receivers while that's still legal.  Paperless guns are the best.
