there are both pre and post-ban b-west receivers. i am ignorant as to the serial number ranges for either.

when b-west went belly up, many of their receivers were sold at bankruptcy auction. these are all post-ban, dspite the fact that at least some of them were built prior to the ban. i'm not to sure relying on a serial number is a good thing as far as the b-west receivers go.
