I have a bunch of steel mags with surface rust and wanted to know if anyone has any easy ways to remove the rust without removing the finish. I would prefer something that is non-caustic.

I'd recommend sandblasting them but it sounds like you don't want to do that.  So, you might try applying some Naval Jelly to the rust instead.

I was shown this trick in a gun shop for rusty barrels with blue on them. He took some steel wool that U use to clean dishes with ,the big stuff not the brillo pads and some CLP. It looks like big metal shavings. It cleaned all of the rust off and left the barrel really nice looking and it did not take the blue off the barrel.  OUT. Tuna

FLITZ, will remove the rust without removing the finish, provided ya use it properly.

It'll also prevent the rust from returning.
