I heard a rumor that it is possible to use the 5.45x39 mags for the 5.56x45 SAR-3 type AK's, albeit with some modification.  Assuming this is not breaking any laws (i.e. the mags still work in the original weapon it was intedended for) would anyone care to enlighten me on how this is done?

As long as the mag still works in the original intended gun, it is legal. The tapered 5.45 is not nearly as finnicky as 5.56, and works fine in modified mags as mentioned.
I would get some followers and one converted mag from them. I think it would be easier to dremel feedlips from a sample rather a drawing.
