can someone help me please. i am trying to put a lower handguard with rails on my arsenal carbine so i am able to put a folding grip on there how do i get the handrail off?

Is it the same as an AK?  If so, I can tell you.  But I don't recognize the description you provided.

If you are trying to remove the lower handguard the first thing you have to do is remove the gas tube/upper handguard.  When you get the gas tube off you will see a little lever at the front of the handguard on the handguard retainer.  Flip this little lever up and slide the handguard retainer forward and the lower handguard can now be removed.
