The fact that it folds has nothing to do with compliance.  For purposes of the discussion, just replace the words "folding stock" with "fixed stock" and go from there.  If you replace an imported fixed stock with an imported folding stock, then you're ok.  Likewise if you replace a US fixed stock with a US folding stock.

so if I build a kit with included folding stock and use the other compliant parts then its legal/

Count your countable imported parts. Just make sure that of the following parts, no more than ten are imported:
1. receiver
2. barrel
3. muzzle attachment
4. trunnion (stamped receiver assembly only)
5. gas piston
6. bolt
7. bolt carrier
8. hammer
9. disconnector
10. trigger
11. buttstock
12. pistol grip
13. handguard set
14. magazine body
15. magazine floorplate
16. magazine follower.

To be in federal compliance, the assembled rifle can have no more than ten countable imported parts. U.S. parts are included in the assembly to reduce the number of countable imported parts.

In  total u need 6 to be replace if you want to do it with the lest parts as possible all you have to buy is

Don't get the Pro-Mag.  Haven't heard anything good about them.  Better off with a follower and/or floorplate on a imported steel mag.  You're overshooting the parts count anyway with the Pro Mag.

How are you overshooting the count? Thats 6 parts, mag=3, FCG=3  Although you need to be careful using magazines as your parts count, the second you insert a foreign mag, it will be illegal.

US Receiver is 1 part.  That's 7.  Imported mag + US follower and floorplate = 6 US parts.  Can't forget about the details.
