Actually there is no requirement for a certain number of U.S. parts, but rather a limit of no more than ten imported parts. U.S. parts are substituted for imported parts to reduce the imported parts count, and to make the rifle complete and functional.
A stamped receiver rifle such as an AMD65 is determined to have sixteen imported named parts, including the muzzle device.
